A plug-level reading can be useful for one appliance or supported connected load. It should not be described as the energy use of an entire room, panel or building simply because the app displays a number.
Eve Energy and Shelly Plus Plug US belong to the plug-in shortlist. Shelly Plus 1PM UL is a different installed module with wiring and enclosure requirements. It is not a drop-in alternative to a plug for an unreviewed circuit.
Start with the question you need answered. If a single suitable device explains the uncertainty, the smaller measurement can be enough. If the brief really concerns a circuit, have the qualified installer define the appropriate equipment and limits.
